PLACE OF PERFORMANCE: Reston, VA

CI polygraph is strongly preferred given how long it takes to schedule polygraphs at DIA at the moment (currently 30+ days), but we will consider candidates with active TS/SCI without a current polygraph as well.

We are looking for a software test engineer to help with analyzing and testing potential analytic software for integration into the ISC.

RESPONSIBILITIES:

  • Responsible for determining optimal approach to testing complex products or solutions in order to assure compliance with applicable specifications. Specifically, the Test Engineer is expected to conduct the following activities;
  • Support research and development of test and evaluation strategies, policies, practices, and procedures
  • Draft, coordinate, and implement test/evaluation strategies, master plans, test plans and test reports
  • Support development of test metrics (e.g., critical technical parameters, measures of effectiveness, measures of performance, and critical operational issues)
  • Identify, maintain, and schedule test resources (e.g., facilities, ranges, equipment, and material lead) 
  • Support test preparation, execution, data collection, analysis, and reporting
  • Review and evaluate test requirements to ensure completeness of test program
  • Perform technical analysis of complete systems and prepare comprehensive system level evaluations

REQUIRED QUALIFICATIONS:

  • Active TS/SCI and eligibility for Sensitive Compartmented Information (SCI). Candidates are required to undergo a Counterintelligence (CI) Polygraph.
  • Knowledge of DoD and industry test facility capabilities and their testing protocols/procedures
  • Significant experience conducting and documenting system tests
     

EDUCATION & EXPERIENCE:

  • 6 years' test engineer experience in support of DoD

SENIOR IT SUBJECT MATTER EXPERT (SME) / SENIOR IT PROJECT MANAGER 

PLACE OF PERFORMANCE: National Cancer Institute (NCI), Rockville/Gaithersburg, MD 

MINIMUM PROJECT MANAGEMENT EXPERIENCE: Ten years’ experience managing projects including eight years managing IT security-related projects of a scope and complexity similar to that specified in this statement of work. 

PROJECT MANAGEMENT FUNCTIONAL RESPONSIBILITY: Responsible for overall management of the project. Plans all project activities. Supervises contractor personnel. Assigns contractor duties and schedules. Communicates policies, purposes, and goals of the NCI to subordinates. 

MINIMUM SME EXPERIENCE: Twelve years of progressive technical experience in the area of Information Systems, with at least ten years of specialized experience in the area of Federal Information Systems Security. 

SME FUNCTIONAL RESPONSIBILITY:Analyzes and/or establishes processes and technologies to ensure comprehensive protection exists on computer systems to prevent unauthorized entry to computer systems or compromise of data integrity or secrecy. Security development for computer systems includes designing, prototyping, implementing, conducting independent verification and validation, and maintaining security for enterprise systems. Performs support activities for security assessment and accreditation activities on IT systems and applications, including review or preparation of required documents (FIPS 199, Risk Acceptance Memos, etc.) security audits (i.e., FISMA), risk assessments, security plans, and system test and evaluations. Develops or reviews security policies, standards and procedures. Provides up-to-date working knowledge in areas such as computer viruses, intrusion detection systems, encryption systems, firewalls, access and authentication technologies, etc. Responsible for vulnerability analysis, and contingency/disaster recovery planning and testing. Provides training to project managers and system owners in FISMA compliance. 

MINIMUM EDUCATION: Bachelor's Degree in Computer Science, Information Systems, Electrical Engineering, or other related scientific or technical discipline.

INFORMATION SECURITY EXPERT

PLACE OF PERFORMANCE: National Cancer Institute (NCI), Rockville/Gaithersburg, MD 

MINIMUM EXPERIENCE: Eight years of progressive technical experience in the area of Information Systems, with at least five years of specialized experience in the area of Information Systems Security. 

FUNCTIONAL RESPONSIBILITY: Analyzes and/or establishes processes and technologies to ensure comprehensive protection exists on computer systems to prevent unauthorized entry to computer systems or compromise of data integrity or secrecy. Supports the performance or evaluation of security assessment and accreditation activities on IT systems and applications, including assisting with security audits (i.e., FISMA), risk assessments, security plans, preparing supporting documentation and system test and evaluations. Develops or reviews security policies and procedures. Provides up-to-date working knowledge in areas such as computer viruses, intrusion detection systems, encryption systems, firewalls, access and authentication technologies, etc. May be responsible for penetration testing, survivability and vulnerability analysis, and contingency/disaster recovery planning and testing. Maintains an inventory of NCI Information Technology Systems. (This does not include hardware or most Commercial Over the Counter software). Prepares material to train project managers and system owners in FISMA compliance. 

MINIMUM EDUCATION: Bachelor's Degree in Computer Science, Information Systems, Electrical Engineering, or other related scientific or technical discipline. 

EDUCATION SUBSTITUTION:Four additional years of experience in related field.

CI Analyst

Supports military and/or DoD civilian CI/HUMINT analytical teams executing CJ2X and CJ2 requirements. The Counterintelligence Analyst is responsible for researching, developing and presenting CI/HUMINT and all-source intelligence products at the tactical, operational and strategic level as part of an overall analytical team. The CI Analyst will be responsible for providing analysis and assessments in support of HUMINT source validation and also for providing counterintelligence and or intelligence analysis related to counter-terrorism, HUMINT, SIGINT, counterintelligence, force protection, Afghanistan and South West Asia regional issues, political/military analysis and support to targeting. In addition, the CI Analyst will provide analysis of Intelligence Information Reports (IIR)s/HUMINT Reports (HR)s and CI Intelligence Reports (INTREPs), provides feedback and IIR/HR and CI INTREP evaluations, source directed requirements (SDR)s, time sensitive collection requirements (TSCR)s, ad-hoc collection requirements (AHCR)s, and supports source validation. Conducts analysis of source reliability and report credibility, and communicates the analysis to the collector in support of the source validation process.

This position is a mid-level analyst opportunity. 

CLEARANCE:

PREFERRED EXPERIENCE:

  • 3-5 years Counterintelligence or Operational Intel experience

PREFERRED EDUCATION:

  • Bachelor's Degree

DESIRED SKILL SET:

  • Experience in either Counter Terrorism (CT), Afghanistan/South West Asia regional issues, HUMINT, CI or military analysis
  • Proficient in utilizing basic computer applications and intelligence related automation to support analytical efforts and product development
  • Possess strong research and writing skills and be capable of effectively operating as a member of a strategic level analytical team in the accomplishment of assessments of sources and their reporting through the corroboration of source reporting, analytic feedback, quality assurance and the development of counterintelligence and intelligence products and assessments.
